Or are there tutorials for this kind of work? Because, although I'm not a PS newbie, I just don't see it.

I'll try to describe: use the foreground, make the foreground fade into a fog while removing background clutter, change sky, with in the end : an extremely minimal landscape.

Also, what's the best method/tool for cutouts of people (to put them on a different background)?

Also there are many methods to do what you ask, an example (image) may help us determine what to suggest to you

Best method for "hard edged" items is using a silo path. Best method for "organic items" like people is a soft mask.
