Batch Automation Action to batch create and save framed images

I have a template file of a frame which you can see here:



I would like an action that opens up various images, adjusts them to the size of the blue image, and then saves them as a new file. Is this possible. I have very little knowledge of PS scripts, so if someone was able to do this for me I would be eternally grateful!
