Action: Save for Web; files are getting larger in size!

I am totally confused and have tried everything. I have a folder of images that I want to optimize for the web but everytime I run the Save for Web action, the file sizes increase in size.

This is what I do and here is an example.

I have a photo that is currently 264K in size

Setup a new Action
Resize the photo to 640 width
Click Save for the Web medium 30% quality

File > Automate > Create Droplet. I then drag the folder to the droplet and the action begins. I have also tried

When I run the action, for some reason, the files are increasing significantly in size. For example, the file I had that was 264K, increased to 418KB... However, when I manually opened the image and clicked File > Save for the Web, the file reduced to 87K.

File > Automate > Batch and the file sizes still do not reduce.

Please help!
 
Have you tried experimenting with compression options or optimize to file size option.
 
Here's how to optimize an image to file size.

1. Open a document
2. Click the File menu, and then click Save For Web & Devices.
3.Click the 2-Up tab, and then select the sample image on the bottom.
4. Click the Optimize menu, and then click Optimize To File Size.
5. Enter a file size in the Desired File Size data box.
6. Click the Current Settings option or the Auto Select GIF/JPEG option to let Photoshop choose between JPEG or GIF format.
7. Click the following Use options:

* Current Slice
* Each Slice
* Total of All Slices

8. Click OK.

Photoshop compresses the selected sample.

9, Click Save to save the compressed image.

This still did not work. I set the file size as 100K but when Photoshop runs the Action, the file sizes are much much larger (over 200K a piece). Any other ideas?
