achieving this image-distortion effect

Hello all!

I'd really like to do something similar to pictures of mine, and wondering if anyone knows what tools / filters I could use to achieve it.

Mezzotint gives a similar effect,

Filter>Pixelate>Mezzotint>Short Strokes

This gives the lined effect but the rest not too sure!

Thanks, definitely a start. Just wondering if there's a way to get that 3-tone coloration as well, or if it just involved a lot of work
