So i install photoshop 64 bit on a 64 bit computer. When i try to make a new file it has only 8,16 abd 32 bit. And something else, when i open a file in 32 or 16 bit most of the filters are disable, only with 8 bit i can use all the filters. Why and how can i fix it ????????
 
That's two different things your talking about.
Your running a computer with a a 64bit OS and running a 64bit program that can take advantage of what a 64bit offers mainly access to more memory and a little faster processing.

That's completely unrelated to the 8, 16, and 32bit/Channel setting in PS.

You don't fix the issue you're referring to with some options grayed out, that's normal.
 
Perfectly normal, but don't ask me why.

32 bpc (bits per channel) files use floating point representations of each color. In contrast, almost all filters use integer arithmetic, either 8 bit ints or 16 bit ints. To make an 8 bpc filter work with 16 bpc files is not terribly difficult, however to switch from 8 or 16 bit ints to floats and floating point arithmetic takes a good bit more work, so most filter mfgrs haven't switched over.

There's other reasons, but that is probably the main one.
