A little help with hair

Hi, do you guys have any good ideas on what to do with this frizzy hair?
what tools should i use ?

This can be done but it might prove easier to just retake a similar photo. To me this is not frizzy hair, this is naturally windblown hair that can be expected with outdoor photos. If you start this project, you will not only need to deal with the wisps of hair on her face, but all of those on the sides and top of her head as well, otherwise it's not going to look normal or natural............it will look photoshopped.
