I don't understand your question. Objects can be on one layer, they also can be on multiple layers.
You either select objects by making a selection or the selection is the current selected layer. So in case of using Gaussian blur, it will either blur the whole layer or the content inside the selection.

You can see whether a layer is selected, by looking at the layers palette, you can see which object is selected, by the marching ants of the selection.

Explain now to me why you need to see what is selected by hovering over it, when it's already clear what is selected, what is it exactly what you are trying to achieve?

2) On the move tool option bar, click Show Transform Controls
