Help! Translucent Streaks
I am trying to create a replica of the Disneyland Blue Bayou sign. I need help with re-creating the translucent streaks behinde the Blue Bayou letters. Can anyone help with this one?- bpennington6

Anybody have any Idea of how to get this effect?
Hey so I came across this image, and I thought it was a cool effect. Being inexperienced in photoshop it has me pretty stumped as to how they got this effect.
