    There is no such thing like Frame rate for Gif. Gif is a collection of frames with individual durations. Or do they mean that the each frame duration can't be less then 0.2 sec?(https://support.google.com/adwordspolicy/answer/176108?hl=en says for gifs no more then 5 fps)

    Add some high percent of Dithering in the Index mode dialog. Play around with other settings... Don't forget to use Nearest Neighbor interpolation mode when scaling up:) The scale ratio is the size of one skittle you want to have in the resulting image. As you said you want it to be 40x40 pixels.

    Resize your image 40 times down with Bicubic Sharper mode. Turn it to Index mode with your skittles pallete. Turn it back to RGB. Resize image back 40 times up with Nearest Neighbor mode. Add dots mask, Bevel Emboss Style, Drop Shadow, etc...
