Photoshop allows a huge number of settings to be independently saved. There are overall, program-wide settings like the number of history levels to be saved, the amount of memory PS uses, etc.. There are settings for the layout of Photoshop, its sub-windows and toolbars on your monitor. One can save settings for text characters, for paragraph level formatting, for brushes, presets for many other tools, etc. etc.
What are you referring to? You need to be much more specific.
