Hi Zoe,

This is only one way to accomplish this effect.

Create a document and fill with white.
Add a new layer.
Adjust your foreground color to the color you want the lines to be.
Select and use the Pencil Tool to draw one line while holding the shift key (shift keeps line straight and level). I used black so it would show up here.

Press Command + J to duplicate the line.
Select and use the Move Tool to move the duplicated line down. I used five (5) keystrokes.
Press Command + E to merge up. The two lines are now on the same layer.

Repeat the steps above until you fill enough of the layer with lines to make the effect.

Now use the Elliptical Marquee Tool to create a circle inside the lines while holding the shift key. You can also add the spacebar to move the circle selection as well. When you have it just right release the mouse first!
Now press Shift + Command + I to invert the selection.
Press delete.
It should now look like this.....

Press Command + T to enter the transform mode, move your cursor to just outside a corner of the transform box, the cursor will change into a curved double arrow, hold down the shift key, right click your mouse and drag upwards and to the left until the box rotates twice. When done hit the check mark or enter to accept the change.
It should look like this.......

Next, create a new layer and we will again use the Elliptical Marquee Tool to make a circle within the lined circle we just completed. Remember to use the shift key and the spacebar.
When done, fill the circle with white.
Command + D to deselect.

We will now make our final circle.
Add a new layer and repeat the step above.
Fill this circle with black.
Command + D to deselect.
It should now look like this.....

Select the photo you want to place in the image and open it into the document. Place on the top of the other layers.
Right click in the body of the Photo's layer in the layer panel, select Create Clipping Mask.
Use Command + T to transform the photo to fit into the area. (Black Circle) Again, hold the Shift key while moving the transform handles to maintain perspective.
Should look like this....

Finally, Highlight the White Circle layer and add a Drop shadow layer style.

This is only one way to make the dotted line.

First select your Brush Tool.
Choose a a setting of......size 5 and 100% hardness.

Next go to your Brush Panel and set the Spacing to 200%.

Next use your Pen Tool to create the desired path of the dotted line.

Right click next to the path and choose Stroke Path.

Then choose Brush, un-check the Simulate Pressure, and then press OK.

Hit enter again to clear the path.

Regards the multiple line layers, two ways of saving a wee bit of time would be 1) Free Transform > Step and repeat, and 2) the Array function in Trevor Morris's Dmonzon tools panel. So many layers are kind of messy, but start with the first line a Group and merge the group when done.

Out of interest, how would you define a line pattern?

awesome really thanks "GURUS " Also i can define it as a pattern right and use it on the shape with fill ?
