what effects are good for words to blend underwater,i used soft light on white color and blue stroke but its not really good,any suggestions?

Is this what you mean mate, not really sure what your asking.
Thats your font then i gave it a stroked outline (not really needed but i do it) then made a ripple effect using bog standard filter
