Does anyone know how to create a dotted swoop...

I am looking to create something like this

I want to create both the dotted portion and the green swoop.

I have been trying this with distort > warp - but it never looks right.

It's driving me crazy!

Use the pen tool to create 1/2 of the swoop. Stroke it with the brush set to fade, adjust the spacing and color jitter as required. After you stroke it, copy to a new layer, flip it over and join it to create the other side.

I have used the pen to to outline an existing object to remove the background. But I am not sure how to bend an existing object. I have a line with the alternating blue hues with dots. How do I bend that?

Better you look at a couple tutorials (or more) than I try to help with this. Hawkeye, it was you who presented a concise step by step tutorial here not long ago? I can't find it; thought I bookmarked it... As I said, Look at more than one; different people will have different approaches or tips to help you understand.
